Resources for Job Seekers With Disabilities  

The state of California offers a unique pathway to employment for people with disabilities through the Limited Examination and Appointment Program, or LEAP.  
 
LEAP is offered as an alternative to the traditional employment exam process. Job seekers with disabilities are not required to complete this process, but they may consider it an option when applying for jobs in state government.  

Why should I use LEAP?

LEAP enables people with disabilities to demonstrate competency and receive eligibility for a particular job classification. 

How do I become certified to use LEAP? 

To become certified, you must sign up and create an account on CalCareers. It is important to create an account on CalCareers first. If you do not complete this first step, your LEAP certification could be delayed, which will prevent you from using the program to apply for jobs.  
 
To complete the certification process, job seekers must take documentation of their disability and a photo ID to their local Department of Rehabilitation office. Consider contacting the office in advance to ensure a counselor will be available to certify you when you visit the office.  
 
A department counselor will review your documentation and certify you by adding your information into CalHR’s database, and your LEAP status will be linked to your CalCareers account.

How do I document proof of a disability  

Sufficient document types to pursue LEAP eligibility can include any of the following: 

  • Medical records 
  • Diagnosis on a medical doctor’s letterhead 
  • Education records that document a learning disability 
  • A recent letter from the Social Security Administration that notes the award or continuation of Supplemental Security Income or Social Security Disability Insurance benefits based on your medical condition 

Obvious impairments, such as a missing limb, will automatically qualify you under Fair Employment and Housing Act criteria.

I’m LEAP certified. What happens next?  

Once you become certified, you will be eligible to take LEAP employment exams on CalCareers to apply for jobs and, if selected, complete the interview process.

Important note: Hiring managers who receive your application will be unaware that you are a person with a disability unless or until you are hired. Once hired, your performance will be assessed in writing at least twice during a job evaluation period. If you meet performance standards, then you will attain civil service status.
